Expansion state still blocked by Boom state today?

I did a little research. The latest post about this I found is in 2016.
Is Expansion state still blocked by Boom state today?

My faction is still in "currently boom, pending expansion" state after 3 ticks.

What will you do if your faction encounter this situation?
I found some unknown players are working on positive influence attack in the system, so it seems I can't just let it and wait for it drops out of Boom state.
 
Boom never blocked Expansion in the old system - the Expansion would always override it.

In the new system you can have one of each of the following at once (though it would be an odd set of circumstances which ended up with six at once)
- Expansion
- Outbreak or Pirate Attack
- Famine, Bust, Boom or Investment
- Lockdown, Civil Unrest or Civil Liberty
- Retreat
- Election, War or Civil War

Expansion just has a fairly long pending time, so you'll have to wait a few more ticks before it goes active. Conversely, if your influence is under attack, that doesn't matter for the expansion: once pending they are in practice unstoppable.

Actually, very old BGS did block... there was actually no precedence to any state, and perma-boom was a big problem.... you'd up your influence to try and get a conflict to trigger, but then boom would kick in from your support and you'd "skip" the enemy.

But yeah, not an issue now :)
