Expansions in 3.3

So for what it's worth, our faction just expanded from the system which triggered it pre-3.2. Guess we'll wait and see what goes on from here. My assumption at the moment is the determination of where expansion occurs from is the happiest, at the time it goes pending, rather than at the conclusion. Just working theory, no proof.

I had an Expansion pending prior to 3.3, when it reset the same expansion occurred.

I have multiple systems at the waiting level for expansion, but it still occurred same as prior.

It appears to be pending with the same old mechanic relating to the system registry of which system is updated first during the tick.

How it will function in the future? I'll have to wait a week to see with the happiness stuff.
