Explain to me how fines and being wanted work in 2.4

I'm just going to leave this post here and come back to it tomorrow. I am completely lost as to what's going on with fines and becoming wanted in 2.4. I attack a skimmer and become wanted, but the wanted status vanishes when I go into SC. Travelling to a station in the same system gives me no fine to pay, but I have a fine in my transaction tab - I have two of these now that I cannot pay off.

There's a new contact for legacy fines, I have a huge list of these all of a sudden going back presumably to beta, the nice lady says she cannot help me with any of them, but when I click on one I get the option to pay it. Neither of the fines in my transaction tab are in this list.

Not sure if bugged. Help.
 
I never understood legacy fines, or why I need to pay them either, but I can explain why you were wanted one minute, not the next, and why a fine you expected to see, didn't. That's due to jurisdictions. I'm wanted currently by Hutton Orbital Truckers (it was an accident, lol), so I have to watch out in space around Sol, cos they are everywhere, not just in Alpha Centauri. Wherever they have presence, I am wanted (their stations, outposts, planets), wherever someone else is in charge, I am not. As for the Interstellar Factors person (shown as Broker Network in the system map details), they exist in low security systems usually and will let you pay fines and claim bounties and bonds at inflated rates (25% off your bounties and bonds, 25% added to your fines) to avoid you visiting every system. I don't know why she said she can't help you but it is normal that she let you pay them. If this was NOT Interstellar Factors, then you have those legacy fines from that faction (I guess). You'll get a wanted status if you're near a station/moon base that's controlled by the faction of the thing you shot.
You shot a skimmer that wasn't wanted, so you got a wanted status yourself at the moon base where you shot it.

The station you flew to wasn't controlled by the faction that controlled the skimmer/moon base, so that's why you didn't see a wanted status.

You can't pay off a wanted status. After 7 days, the wanted status turns into a fine that can be paid off. Before the 7 days are up, if you get scanned by an authority vessel in a system/zone where you're wanted, the timer will refresh.

Bounties will always show in your transaction tab, with a timer next to them. A dormant bounty is one that you can't pay off, you have to wait out the 7 days.

That particular wanted status (from a penal colony on a moon) is associated with a fine in my transactions tab - a 600cr fine for shooting a skimmer (before I had to run). If there's no way to pay it off why do I get it as a transaction? The timer said 0:0 before I logged out.

The legacy fines contact in low sec systems is new to me, I just realised that the nice lady said she couldn't help me because of a glitch - when I scrolled the list down and back up she decided she could help me after all. All lists in the game right now are suffering from text overflow and the overflow in this list was causing this particular glitch. Scrolling in around fixed it.
