Explanation of Passenger Threat Levels

Does anyone have the definitive about how the passenger threat levels are defined? Is it low to high or the other way round as I have fallen short of having my ship blown up due to a wanted passenger being onboard ...
 
MIssion threat levels determine the probability of, and difficulty of, any mission-generated enemy NPCs that may spawn. It has nothing to do with whether or not your passengers are Wanted.
 
If passengers are wanted it will tell you in the mission briefing. If you carry wanted passengers you can avoid scans by manually docking and spamming heatsinks until you pass through the slot. If your heat level is under 20% security can't scan you.
 
I believe threat levels are merely a number representation of what is the "rank" of the mission in Horizons, though with a few added ones. I've seen threat levels going up to about 12 or 13, Mostly Harmless -> Elite scaling is 9 ranks, but we should now have 5 more from the stars ranging from Elite* to Elite*****.

So it merely means how hard a mission parameters scale - amount of cargo/passengers and difficulty of NPC spawns if they happen.
