Pretty much as the title suggests.
Giving commanders an email or reference number feedback in response (with time / date-stamp) to all requests for new player groups or minor faction submissions would go a long way to placating the Commanders that are concerned that their requests have got stuck / lost / forgotten etc.
In the short term, it will give them a hook to confirm that things are progressing, including a timestamp on when they did their bit.
In the longer term, it will also give a measure for how long things take to complete (should you ever want to change / improve timings).
Brett's recent comment on the player group that group submissions are considered auto-approved (page 95) potentially highlights one of the reasons why there is a lot of unnecessary noise with regards to minor player faction introduction.
Low priority but definitely a quality of life improvement that could help reduce salt production.
