I see no reason why they could not pitch the implementation of the level 2 and level 3 scans as software and/or hardware upgrades which you first have to purchase.
As this is a new version of the software/hardware with new features, they have not been implemented yet so there is NO data in the cartography network.
This means all system, scanned or otherwise are up for a first finder bonus as well as those who follow behind as per the normal rules of exploration.
See it as a way to reinvicerate interest into exploring the local and further afield areas.
Add the level 2 scan in 6 months time. Level 3 6 months after that and suddenly, you will have another reason to go around the galaxy IF money is a driver for you.
I think, if done this way, it would be good for explorers.
It would expand the number leaving the human bubble, making it seem more realistic. After the first explorer came back from the South Americas with tales of wonder, a few others thought it would be worth having a look. As more and more came back, more left, trade developed, pirating followed...
So, link outpost development to goldilocks level 3 scans, and push the system out.
Say, 1000 unique level 3 scans of the same high metal world triggers the building of an outpost to exploit the body, limit it to within 65 lys of 10 other developed system to stop the straight line bunny hop to nowhere.
