Exploration Scanning - A question

I am having a blast including a bit of exploration into my game, however when I look at my Stats in the RHS Info panel I see level 2 and level 3 scans done = ZERO

What are these and what do I need to have to do them?

Level 2 and 3 scans are not currently in the game yet.

Level 3 scan is the "lean out the window, spit, and listen" procedure. That should give you some good terrain elevation readings.
