Grant a sizable bonus for turning in the scan data for the last unexplored body in a system.
Most explorers just jump and honk; or jump, honk, and scan the main star; and some actually scan earth likes and "high value" bodies. Almost no one gets a complete scan of the system. The current reward structure encourages people to be an a system as short a period of time as possible and not really look at anything, just honk, jump, honk, jump, honk, jump, ad nauseum.
Assuming that no one cares about asteroid fields (they don't have value to turn in and don't get "discovered by" tags) we will just continue to ignore those, unless you want to start giving credit for them too.
When you turn in exploration data, each body you turn in would check and see if it is the last unexplored body in the system to be tagged, if it is, you get an extra payout equal to the scan value of the total of all system bodies in that system. This would encourage people to spend more time in the systems they visit, to go out of their way to scan that star at 200,000 ls that no one has bothered to "discover" yet, though hundreds of people have decided it wasn't worth it, and to "complete the set" for systems where people just haven't bothered with some of the outlying or smaller bodies.
