Horizons Explorer long range travel permits??? why am i blocked

I decided to go get my 5000ly for professor palin to upgrade my drive to level 5..so I took my route I have done a couple times before through the horsehead nebula and off to the seagull nebula..however I cannot plot a course through that entire area as it says I need a permit..sectors I have been to before are now locked...I cant find a way around and need my 5000..any ideas on issue?

ill just fly around in the trapezius sectors right next to it unit I figure it out. very quiet out here....Help.... :)

Someone mentioned approaching the horsehead from underneath. Devs have blocked off lots of sectors for upcoming content. NGC 7822 is nice area to visit, or head out to the heart and soul Nebulae

Its a shame they suddenly decided to lock that particular region.

Its a tremendous introduction to exploring our galaxy. An excelent first trip, quite closeby, lots of great POIs on the way there, and absolutely magnificent location.
