Explorers making a safe return and easy credits.

It’s good news for explorers making their way back to civilization to sell their data. The increased fines and bounties in Utopian systems, such as Antal are giving them a safe entry point and easy access to the credits to be gained from the exploration rich Peagssis systems.

I don't think fines or bounties do much to dissuade crime as it is. I don't think more fines or bounties will do much either.
