Exploring not syncing with other players?

Hey, was it not suppose to be from the initial start that once another player "explored" a system another player cant "explore" the same system and get credits for it? Thought i read somewhere, rush to a station to be the first to sell...
Or did i get it wrong?

First person to sell gets the most money, people after that get less money.

But yes, there was supposed to be a big deal about just which faction you chose to sell the data too, especially if it was a valuable system. And the first to sell the data would potentially make reputation with whomever they sold it to, along with potential enemies on the other side. None of that seems to be in yet.
