Still looking for these! Doing missions in Ross 490, High Tech/Refinery in Boom state. Getting lots of Elite data delivery missions but still coming up dry. Has anyone decoded the spawn formula for these things? Required system state/economy etc. I am about to give up and settle for a mediocre module modification.

Thank you! This is very helpful. So if I am reading this correctly, they are available via smuggling missions in systems with boom or war state and with extraction and industrial economies.

That's how I read it. I often get focus crystals from RES combat, but I can't recall if I've ever picked up exquisite focus crystals from it, and I can't exactly log in to check if I have any in my inventory.
