Extend Journal BGS information

Please include in the Journal event which currently gives the influences of the factions in the system as you enter it
- any pending states for those factions (added in 2.3.10 - thanks Frontier!)
- the 24 hour traffic report for the system
- the crime report for the system
- the bounties report for the system
- the top 5 player bounties for the system

This will make things easier for BGS managers and will also make some more general BGS visualisations practical without a lot of manual data entry.
