Extend the current CG by one hour

I know this is likely futile, but the current CG to build Marlinist starports, ends in twenty minutes. We are SO close to hitting tier 3, so on behalf of the Dark Wolf Marlinists, I beg FDev to PLEASE extend the CG by one hour. That will be enough time to hit the next tier.

Not much point in having a competition CG if you just extend the deadline every time so the players can always reach it, I mean they'll all just slow down and start enjoying life a bit more that way!

I only wanted an exception in this case because we were going to be short by a razer thin margin and only needed a few more minutes to hit the next tier.
