Just this. 3 times recently I've had either 'exterminating scavenger' or prepare settlement with optional 'exterminate scavenger' objective and when I was supposed to kill 10 scavengers, there were only 9 scavengers to kill.
Same thing. Do you carry an SRV? What bothers me is that while you are trying to find that last scavenger or 2, reinforcements will show and they don't count... I mean, they're all scavengers, right? Did somebody do a role call?

Exterminate missions are strange, thread levels are off the chart, L3 can be tough and L5 easy, and all the NPC's are stupid, like storm troopers they can't hit anything and it's only when they spawn a ton of NPC's it get interesting.'exterminating
The only reason I do these mission is because the looting afterwards is SWEEEET
Good to know however clean a settlement is also full of loot, especially in systems with a large population.Imo i found best for looting the missions to restore (turn on) power. The ones where the settlements are intact, no fires, no bodies.
So much that i tracked specific states/factions using Inara to find the systems with most settlemens in the desired states to make sure i get plenty ot Turn Power On missions
