These power conflict zones seem to be extremely peaceful. Like a fight was scheduled and nobody showed up.

wonder what causes this. In my (granted, limited) testing last night, everything was fine.
And another totally empty zone
That was literally a minute before posting. So this week.
Different system, too from the ones I tried last week.
Found one not empty today....
but it was acting like a regular res site. Local police and the occasional pirate.
Which I couldn't leave. My frameshift drive charges up and just sits there. Can't even escape to menu. Alt f4 it is. Which also doesn't work.
