[​SOLVED!]I did a test by myself where I set the graphics to ultra and played fullscreen in 1920x1080. I had 10 FPS consistently.

Then I set the graphics to low and played in windowed 640x480. I had 10 FPS consistently.

Why is this happeneing? The worst consistent FPS I have on this computer is Planetside 2 with 30 FPS on low during large battles (100-200 players). The 8-11 FPS in this game that doesn't change even when I switch from ultra to low makes me think that somehow it's capped at 10 FPS. I've also noticed that even when I'm using Microsoft Office I'm getting really laggy performance. I mean, ? I'm getting lag in excel? There must be some power-saving thing that only runs with certain applications, and for some reason Elite: Dangerous and Microsoft Office have been put into that.

Another thing I just tried to be sure that it wasn't my computer's fault was that I ran the game on my crap laptop and found that on low, I'm getting a consistent 30 FPS (in empty voids in space). More reason to think that for some reason it's capped at 10 FPS on this computer.

Does anyone have any idea how I can remove this game from the power-saving programs? I'm 90% that's the problem.

Either your dedicated GPU isn't being used, or your power plan is limiting performance.

Make sure you have the NVIDIA GPU selected if you have switchable graphics (and you almost certainly do) and use the "high performance" power plan when plugged in.
 
Are you talking about in the game options or in NVIDIA options? Anyway, I've selected my GPU for both and I'm on the higher performance power plan but nothing has changed. I really think there must be a list of programs to have power saving on, somewhere on my computer. Do you have any idea if that's true or where I would find it?
 
Morbad - trying your suggestion on higher performance power plan. Just updated Win 10 to build 10166 and had slow fps and several pauses during last hours game play. This is first time I have had this issue since 1.0
Hoping that Win 10 just started using the power settings and my issues will go away. Will update this thread if it works. On Win 10 kind of hard to get to the place to make the change.

Control Panel - Power Options - Edit Plan Settings - Advanced Power Settings - select high performance from drop down - click on 'Change settings that are currently unavailable' - but not 100% sure I got what I wanted.

Sloathe - don't have any Win 8 or Win 7 machines left - all on 10 - so can't walk you to high performance for your OS.
 
I already have it set to high performance but still only 10 FPS. I went to NVIDIA control panel and changed the application settings for elitedangerous32.exe which were the GPU, power plan, and something about FPS (I don't remember). Still only 10 FPS.

No frame rate cap set in the NVIDIA CP or in the game?

I'm assuming you have all relevant OS and driver updates?

Could you post a screenshot of the process list in taskmgr?
 
I had this problem with an Nvidia GT555m chip. The problem was with the Optimus software that switches between the integrated Intel and Nvidia chipsets.

I found that if you plug in an external display by HDMI. This forced the software to use the Nvidia chip.

I got it to work by installing MSI Afterburner, but this wasn't a guaranteed fix, and I have no idea why just installing that caused the detection to improve.

The problem was with Win7 ultimately, and how bit interacted with Optimus. Switching the OS to Win8 fixed it for me.

I just reinstalled the game and now it says the video card is the Microsoft Render Driver and it won't let me change it to the 675M and now I'm getting 5 FPS. Why can't I use my graphics card? Every other game works completely fine.

Use an image hosting site like imgur.

I don't have an imgur account so i'll just tell you. 15.1% CPU, 4.4% Memory, and 27.8 MB/s.

YEEEEEEEES!!!

I restarted my computer and it fixed the microsoft render thingy and I updated my NVIDIA drivers, launched GeForce Experience, optimized the settings for ED, and now I'm getting the frames! :D
 
Source of my issues in Win 10 build 10166 is OneDrive - its fracked and is running huge memory use and 40% CPU time - does not leave enough for the game to use apparently. Happen to install a 2nd version of the game today under new user - that user has no OneDrive issues and ED runs great.
