TLDR> Derp. You can do this if you want, it's kinda neat actually to deresolve stuff as it makes everything look a little retro, BUT the best solution to poor performance on a RTX 2070 is to turn off the heavy post processing in your fancy TV. I never realized that TVs have an internal frame rate that can suck if they are trying to process a bunch of crap, in my case something very cool called dynamic screen space backlighting. This was making stuff look neat, but also annihilating my fps down to around 20. Ya, yup. Don't do it.
Retrofication:
1. Select "Ultra" preset (non-VR version for this, VR untried).
3. Under "Supersampling", select the option ".085"!
I understand these days maybe it's taboo to derate your display quality, buuuut, itstill looks fantastic and is super smooth.
