F Dev, Massacre Mission payouts make no sense....

As the title states, yesterday I was getting Massacre Missions paying out between 27 mil - 40 mil for kills of between 20 and 30 pirates. Today the offers are 39 mil for 81 pirate kills, with many more of similar upside-down offers.

What gives?

And yes, I am allied with all 7 factions within the system.
