Probably not, I just left Polo Harbour and it was repair, refuel, maintenance and mission board. Good luck though.
The planetary bases en route to Jaques have no outfitting, but PROBABLY you can change livery and add cosmetic stuff since now the "Livery button" is separated from the outfitting one.

Is that still an anarchic swamp without proven One Man One Vote rulership?
It's an anarchy system, a few hundred LY's hubwards from the bubble. It has a full-size station that has outfitting, repairs commodities market, Cartographics and shipyard - and it's so far out from the bubble, and so infrequently visited by players that you're unlikely to get griefed on the ~1200 LS trip from the main star, and I like the name.
I didn't see any swamps - are they dragon-infested?
I've been there a few times, I'm just appalled at the lack of law and order. One would expect a rather autocratic government at its heart.
It would make a nice little outpost if it weren't for the broken power structure due to the way Frontier plopped it down without any support structure for non-ruling factions. I've repeatedly suggested setting up more stations and maybe a "mini bubble" around it to give The Guard or One Man One Vote a chance.
