Because they have less meaningful gameplay to give them anything else to do.
Would good AI completely eliminate them? No, because the two activities aren't analogous. But the current options for gankers are this:
1: Spend an inordinate amount of time locating other players or organizing yourself for an proportionately smaller time of productive activity in the game.
Or
2: Completely waste your time shooting braindead NPC's.
It's quite obvious that if their options were to be changed to what's below, that gankers would actually have more than one option for enjoying the game.

2: Pop into the local CZ and be in the middle of a hairball within a couple minutes that's capable of challenging them for 90% of the reward they would get from Activity #1 instead of spending hours looking for 30 seconds of gratification.
