System Defense is not tied to Power control whatsoever - they can all be explicitly aligned or opposed to a given Power's ethos with no discernible effect in the system itself - so that falls flat. If you rather mean Powerplay NPCs, Fergal is quite correct. Maybe 6/11 Powers have modules that would be better than stock NPC loadouts.
