Here's my premise, The Bubble isn't actually that big, the galaxy is. One would assume Empire, Feds, even main political powers will try to expand to new planets and for that there would be stiff need to protect those assets. For a High Ranking Official there should be the ability to explore and grow for the sake of your power.
These are full sized galactic cruisers. Built on the idea that this is a representing craft that is recognized for the power that built it.
Fully prepared to explore every need, they have MASSIVE jump engines, the longest range on all the lines. Decent maneuverability to look at each planet and moon, good speed for those really distant planets. Has a medium Cargo to grab those odd bits and bobs you find. Can carry a decent defense payload because we don't know WHAT'S out there... this is a BIG ship, they are supposed to be out there YEARS.
Because of that there is a feature only available on these super exploration ships... by using raw materials found on planets or in space these ships can fire a "Data Packet Module". And this is not a simple event on it's own. They take most of your fuel and a steady tracking systems. For a substation time (based on how far out you are) you will sit motionless while you set the packet trace path. This "Data Packet" will send the latest explorations back to your "Home" planet. And then the results will be sent back after a couple of days. It's Substantially faster than flying back, BUT it's not an instant. If you don't send a properly tracked packet you could even lose your Data Packet... this won't erase your data, but will force you have have to construct a new Data Packet, and they are too big to make spares. If your Destination is your Faction you will get slightly less payment for exploration, but you will get recognition and awards from the faction.
