Newcomer / Intro Faction Fines

Anyone out there that has ever had two fines that you can't pay off at either the company factions stations nor at a interstellar station and I always have to dock as anonymous access every were I go?
Wolves of Jonai 50k and the Canary Mining Corporation 100k as in the transaction panel shows.
These were incurred out of game due to failure of mission time limits but I can't pay them off and Notoriety is 0 and neither factions stations show any fines to pay off..!!!

Any advice on this Commanders?

Are you in Odyssey? Log into Horizons and go to an Intersellar Factor. Odyssey handles fines weirdly. You could also try going to an IF in Imperial space.
