If this is already implemented or planned on, I apologize for the redundancy. Otherwise, here we go:
Faction-Oriented Piracy
What is it?
It essentially makes it so that if you scavenge or engage in piracy, you can take your ill-gotten gains back to a friendly starport and they will NOT be viewed as stolen. Only friendly starports will risk dealing with such goods, though, as it's assumed your name carries weight there and you've done a lot of good for that starport - more importantly they have reason to believe they're not buying back goods you stole from their traders in the first place.
Why?
While the Black Market is kind of cool, I find it's far from ideal. Goods, whether illegal or not, stolen or not, are bought there at half price, despite there being significantly higher risks in attaining those goods compared to being a simple trader. Off-topic, I think a revamp of it may be good, with illegal goods which were legally obtained being worth the most, and legal goods illegally obtained being worth the least (relative to the galactic average), assuming this is not already the case.
What does this accomplish?
It makes it so that pirates have not only a reason to align with a particular starport or even an entire faction, but that they are also respected by that starport or faction - their buddies will look the other way when the Authority ships catch them with a hold full of stolen (but otherwise legal) goods. No longer will pirates be restricted to allying with anarchy systems, but rather they could engage in mass piracy along the borders of faction space, and haul back ill-gotten gains to their respective factions, making a perhaps significant difference in any conflicts.
