Factions in Retreat

Hello all,
I'm new to this, but I have a simple question (I think)

Can a faction officially "in retreat" be forced into a conflict?

It can't be forced into an equalisation conflict over assets - it'll just go past.

It can be forced into an invasion conflict if the system has seven factions currently and a nearby faction expands at the right time. If this happens, the invasion conflict overrides the retreat and it is the result of the invasion which determines whether it gets to stay in the system.
