Factions in war are stopping us getting influence

Basically because of course the influence in a system of all the factions put together add up to 100 percent, we're currently at 70 percent trying to expand but because two factions are at war and during the war the influence is frozen we can't gain anymore influence. Are influence levels meant to be able to change during a war or is this another bug?

It's intended behaviour that the influences of warring factions are locked together and unchangeable, and therefore the pool of "free" influence is smaller. Whether all the *consequences* of that were intended is a separate question.

This may be why expansion was supposed to be happiness-based rather than influence-based in 3.3, but since they couldn't get that to work in time we're left with influence locks and influence-based expansion for now. So it may sort itself out eventually, once they get happiness working properly.
 
Time to kill this urban legend : influence is not locked during election and war. There are 2 critiria to move it during prio 1.

I'm guessing by that you mean it's not meant to be and it's a bug because every system I have looked at has been locked during a war or election, I hope you're right.

There are a number of factions where influence diverges between the conflict parties. It is not yet fully clear whether this is a bug or feature. My guess is the former. I would much prefer the latter.
