Failed mission by accepting reward for completion

So this was very confusing, and hilarious in a "this can't be intentional" sort of way. I ran several power restoration missions tonight. The first few went fine. Then I attempted two in which scavengers showed up. I killed the scavengers and restored power. Both times, the mission was then marked as complete. I returned to the station, the mission showed as complete and ready to be turned in. It even allowed me to select my reward. But immediately upon clicking on the reward choice, I would I hear the voice say "Mission failed!", no reward is given, and instead the mission is marked as failed in my mission journal, and I'm hit with a 100k fine.

As far as I know, the only difference between the ones that completed normally, and the ones that failed upon choosing the reward, is that the latter had scavengers that I killed. Under the current circumstances, I'll probably just abandon the mission if scavengers are involved. I'll still get fined 100k either way, but at least it saves me 20 minutes.

If I had done something to fail the mission, shouldn't I have been informed well before getting to the reward screen at the terminal? And what would that failure condition be? I can't think of anything, since the missions were straightforward.

Has anyone else had this happen?
 
Yeah, the 100k fine is a bit harsh. It made sense from the perspective of discouraging people from taking the mission, abandoning it, and then selling the power regulator. I did that once by accident last night too. I accepted a mission, then decided to sell all the stuff I had been collecting and did a "sell all" sort of thing. Poof! Power regulator gone. So I got 50k for selling the regulator, but fined 100k for abandoning the mission, for a net loss. That part made sense.

But a 100k fine in place of a reward for completing the mission? That actually made me laugh. It was like "You have done well. Choose your reward. Oh that one? JUST KIDDING! You're now paying US!" :D
