we have noticed that horizons only systems have decaying economic sliders.
What do you mean by that, Jane? Systems with surface ports?
I'm seeing quite a few systems this evening with the Economy slider dropping from Investment towards Boom, passing through None with Boom-Pending. Not limited to planetary-only systems, all the ones I've seen are mixed space and surface ports. Not noticed it before tonight so it could be as a result of todays update (alternatively it could be that a long Investment decay timer has just started to reach its end for all those Investments that started right after 3.3 ... but that seems unlikely to me

Yup. I'm just seeing a decay across all systems except those with known general activity, for both economy and security.
My concern is that a natural decay to these states has been introduced, rather than activity to cause drops.

There is an actual decay in systems without orbital but with only planetary outpost. Quite common bust/famine around our people due to no traffic.
