Fanning the flames of war

So I'm near a system where two factions - one the ruling faction - are in the CIVIL WAR CRITICAL pending state.

I am interested in unseating the ruling faction, and also making a buck or two as a merc. What's the best way to get my troll face on and push them over the brink into a civil war?

Odd - I have definitely seen wars END before. I was near a system in a state of civil war for a couple weeks, playing merc occasionally - then one day the war was over, the faction control % was different, and both factions were placed in a state of CIVIL UNREST. The conflict zones went away too.

Not saying that it was player actions that brought it to that point, though... and a bit unfortunate if we can't tip the scales on our own (yet).
