Then there is always one Empire capital ship in Facece not sure if Achenar have one.
These locations always have one. Its not in cz its own location called capital ship.
Then if you want to see capital ship on planet there is one Farragut hovering couple couple km above surface of Merope 2a in merope system above barnacle in coordinates 13.3835,-161.4781.
Then sometimes if Federation and Empire minor factions fight against each other then you can find both sides with capital ships on same cz. On same rare chases probably bug, the empire has fderation capital ship and federation has empire capital ship or same cz have more than 2 capital ships.
