FAS VS build

Thinking about getting and engineering a FAS and am wondering about builds. So far I have this:

Not sure if having a shield cell bank is worth it since it's mainly a hull tank. If it isn't I'd swap out the heat sink with a shield booster. Also not sure how the hardpoints are placed. If the two rails are far apart is likely make one of them another gimbaled multi with corrosive. Also unsure about the afmu. Worth having in CZs with a hull tank? I'm just used to my vulture and only once wished I had one. Otherwise I'd get an interdictor for the odd bounty hunt. Collector limpet is for the odd uss for mats.
 
If you're going biweaves i'd drop the scb for another hrp. Also if you're reactive you probably want a thermal resist hrp. I'd lose the limpet controller for that and anoter mrp instead of a cargo rack. (scooping in a fas is fine and you want the mrps as otherwise missile npcs will soon knock out your hardpoints.

The whole point of biweave i think is that it comes up quicker when dropped. This is dependent on shield value so id swap the A Heavy boosters to grade E. resistance augmented also instead of one kjnetic one thermal as he termal resist on the SG should balance it out nicely already. This will also free up enough power to run an arnoured powerplant (these ger a +power secondary quite easily in my experience and in 3.0 get one as default i think?)

Weapon wise the two rails converge well. I use a similar set up but with a beam, i have the rails and beam on the same button ans then the beam can act as a laser sight.
