I do not know if this has already been suggested, so if it has feel free to delete it, Moderators.
What I am suggestion is this. If you are allied to the Authority Vessels in a system, and they scan a ship in your instance, you get the full information on the scanned ship when it is completed, rather than you also having to scan that vessel. When YOU scan a ship the Authority Vessels then receive the scan details. This would only happen when you are allied, as they trust you enough to manage data with you. However, as the Authority Vessels are only interested in the local information on any ship they scan the Player would still have to run the KWS to increase the bounty values.
Conversely this can also cause a Player a problem. If a Player is WANTED, and is then scanned by a Player who is allied with the Authority Vessels in that system, the WANTED Player is going to suddenly find they are the centre of attention of several vessels!
