Newcomer / Intro FC departure time increased?

I ordered FC jump and logged off.
Then I was back in ~10minutes and it was still showing ~17mins until the jump.
???

this only happens when the servers are full of traffic there. when this function was new after the patch everyone wanted to jump so the servers were struggeling and the warm up time was up to one hour!

There was a CG involving Tritium which tempted a lot of carrier owners into one region and generated enough money that there are a load of new carriers bunched up at the source systems it is hoped things will return to normal once they have all scattered.
