It currently doesn't mean anything, last place? No real effects on your gameplay

I propose a reward and punishment system FD which goes like this:

Each week FD review the faction positions, CMDRs in the faction at the top gain 50% increase to either bounty hunting and combat bonds OR trading (also effect stolen goods) OR exploration data cashed in ( choose at HQ) ( only able to claim bonus after 4 weeks with power)

Second place gets 25% of the same

Nothing for the other factions except the bottom 2 factions,

The place before last place gets a ticket where they have 1 week to pay back 25% if their money earned the previous week or they are kicked out of the faction permanently

For last place the same applies but it's increased to 50%,

If your faction is failing they require the money to help it regain it's feet

Should a faction remain in last place for 3 weeks in a row, the are replaced by a new faction (who starts in last place no matter what) and all members are kicked out, and they gain no tickets for ratings (although they keep their rating in the same way as if you defected)

This way when a faction gets first place they will want to fight to keep their bonus and other factions will try and take the bonus for next week

If somehow a faction stays 1st place for 3 weeks, they gain 100% increase to the credits earned from their rating for 1 week, so next week they would gain 10 million instead of 5 million for rating 4 Ect

Lost factions mean loss of faction specific modules, new factions have a new module

I don't do much powerplay because the tasks to attain merits are extremely repetitive and the individual bonuses offered don't seem worth the effort. For example I don't care about having more nominations per rank...

To improve powerplay I think the devs should;
* Include one unique weapon, module and utility for each power
* Make the merit-attainment tasks more varied (powerplay bulletin board missions)
* Reduce merit decay to 25%
* Implement merit rewards for killing enemy agents in your own territory

Yep and we need some real good balancing between these modules too, because at the moment the cytoscrambler is .

I'm not okay with what the OP propose, it will just hurt the small powers without a lot of manpower that are usually in the last 3. Everyone will just pledge to the top 3.

Sounds a bit overpowered to me. Bonuses that big would just encourage people to join the top faction; and with those penalties why would anyone join the new, bottom-ranked faction? In fact, I think an unpopular faction should give out more bonuses because they want to keep their supporters. What if we say you have to have been pledged for 4 weeks to get the extra bonus? Then you can't just switch
