Fdev, please please fix missions. Now after Restore missions being unavailable, there are no targets in massacre missions, they can't be completed.

This happened twice already, am I the only one?

Basically I accept a mission where you have to eliminate scavengers at a settlement.

I get to the settlement but it's completely abandoned.

I even took my time to loot the place to see if they spawned but nothing.

I went to another settlement controlled by the target faction but it was deserted as well.

Jesus, missions are all messed up.

they will now be dependent on the state of the system ie civil unrest war famine ect methinks
and should occasionally spawn at systems in that state
so if the sys booming etc you've def gone to the wrong place.
as for abandoned settlements think that is intended as a free loot but possible mission fail scenario( try switching to solo an back may make em spawn)
else the mission server handelers probably on the blink again
