I'm pretty sure I read that in the 2.0 Patch Notes. That seemed pretty good to me. Do they have to fax everyone?
Deep in the 2.0 Patch Notes, under the Beta 1 section, in the General group it mentions new permit systems. At the time Sandro, I believe, got all cheeky about the subject in an interview.

In the interest of not getting into one more Forum scrape, I'm going to just blame it on the limitations of text. Maybe I should just come to grips with those smiley face things you see sometimes. I'm afraid I may just use them wrong too. lol. (I have a good handle on the 'lol' thing, that might be away around those faces)
I enjoyed your fax joke. But yes putting a smiley, or more importantly a winkey face almost always gets you away with it. 'Lol', I'm not sure about, just feel like the other person won't take me serious.

Makes no sense to block all those sectors around Barnards Loop. Many players been there already...
I suspect they block off more than they actually need to obscure the true location of the systems they are actually working on.
This is what doesn't make sense. Unless they actively develop on the production servers, (which they wouldn't) then they don't need to pre-block off space. They would develop it on development server and then just patch it all in at once.

Well unless they are planning on structures, both land based and space based. Be pretty weird if somebody had been through that area multiple times and all of a sudden there is an alien civilisation there.
