I think there are a lot of artists around the world that could make some preatty cool job with ship paints.
Here's the general idea:
FDEV create a submit form for artists who wants to make paintkits. Of course this is not open to everyone, some requirements in terms of software certifications/proven experience and jobs samples should be provided.
The submission is reviewed by FDEV and if accepted the guy receive a package with generic requirements on how the paint should look like (color palette, theme and so on).
It could be a single paintkit for a single ship, or multiple color variations of the same basic layout or a bigger work package. Standard contracts will be defined for each case.
The package will provide a template with instructions and coordinates for matching points and so on. The generated files are of course not the final format of the texture files, otherwise he could illegally distribute them independently.
Once the ship paint is ready the artist send the files back to FDEV who transforms and converts them into texture game files, integrates them on the game server and put the paintkit on sell on the Frontier Store. The price for this paintkit could be higher if the quality of the paint is objectively higher compared to the basic products.
The artist receives then a percentage for each sold item or a fixed payment for each approved paintkit.
