Just as title says, we have been dealing with this issue for awhile. But with introduction of PP 2.0 this problem is getting out of hand. There are only few ships which are able to run 2 rather important scanners at the same time. Small ships are completely out of business on this one. And generally speaking the majority of player base refuses to waste 2 utility slots for both scanners. So, no one actually ever use HWS in gameplay. And rarely even bother with KWS for that matter.
Suggestion is very simple: create 2 new modules which will be multi-scanners.
Scanner 1 - designed for bounty hunters. It have 2 modes: Kill Warrant and High Wake.
