Before discussing the details of the build, let's specify what it is for.
The choice basically comes down to few ships but I ended up choosing the FDL mainly because it offered max damage from all the middle sized ships. The best defense is attack, right?

Now on to the choices I've made and why:
[Weapons]
The expectation here is that I should be hitting above my weight class and often fighting multiple targets. With this being said, lasers were out of the discussion pretty quickly as they take too much power and pips to effectively deal damage. It was either Plasma Accelerator or Multi-cannon. I chose multi-cannon because my skills are not there yet with manual targeting.

all of them overcharged.
This brings us to an unmatched gimballed damage of 94.3 per second with spread of 43% thermal , 57% kinetic. Pretty much optimal against most PvE ships. The beauty of this setup is that the damage can be dealt over 16 seconds for a total of about 1500 damage with only two pips in weapons!
[Systems]
The shields are expected here to be able to re-charge quickly as it is quite likely a lot of smaller enemies will be fought in succession.
The main generator is Thermal resistant with fast charge, supported by 5 shield boosters (can be upped to 6 instead of the warrant scanner in case of fighting in conflict zones). The shield boosters are configured in such a way to bring to total resistance of the shields above 50% in all three areas of resistance with a bit more focus on thermal and explosive.
[Engines]
The main weakness of the FDL is of course its small jump speed. So upgrading the FSD to 5G goes without saying. On top of that for longer trips the Guardian booster can be equiped together with a fuel tank.. which gives a comfortable 27 Ly of range. Enough to go engineer shopping or just travelling across the bubble. Then docking onto a station and swapping those for some hull/module reinforcements.
The thrusters are of course upgraded to 5G dirty drives with drag
[Other Modules]
As this is a specialized bounty hunger/mercenary, situational awareness is of utmost importance. So there is no saving when it comes down to the sensors. 5A with 5G upgrades. There is nothing worse than chasing a pirate few km from his buddies and then losing track of the rest. With the upgraded sensors nobody escapes.
A kill warrant scanner (upgraded at 3G only for the optimal performance of speed vs range) is a given as we need to identify criminals effectively and get the maximum bounty we can. Supported by a small interdictor.
Powerplant - Upgraded only to 1G with thermal spread as we need to keep the heat down as much as possible (allowing us to fire those powerful incendiary shield eaters for a long time)
Power distributor (check my small guide for details) - This is the heart of the ship and one of the most underrated modules. Here the upgrades are charge enhanced at 5G with super conduits. We need to be able to deliver enough power so the shields recharge at maximum speed even with only 3 pips in systems!... This allows us to put pips in other systems like engines or weapons.
[Armor & Hull]
Reactive surface composite with thermal engineering... which covers all the resistances quite nicely. Supported on top of it with a single hull reinforcement package which is also upgraded to heavy duty and deep plated. Given the expectation here is that all kinds of enemies will be fought, often many at the same time .. the resistances should be evenly spread out.
All the engineering we have done, has brought the integrity of many modules down so it is a must that at least one Module reinforcement package is installed.
So how does it feel flying Raziel's Wrath? Absolute mayhem and destruction. Any ship it goes against, the shields die within few seconds just by using the two incendiaries. If they have tough shields or thermal resistance I just activate the other 3 multis.. and then its over. After the shields are down the armor goes even faster firing all 5 weapons. Expert+ Anacondas and such? With the awesome piercing rate of multi-cannons, targeting the powerplant means they go down in a couple of salvos. The most headache I get is actually from a wing (3+) of eagles. They are a bit hard to catch .. which is where flight assist off helps a lot. Then they don't stand a chance as they disintegrate within a couple of seconds.
On the defense part.. I have not had a collapsed shield so far. This is mainly because flying with 4 pips in systems means the shield gets 60% of absolute resistance, even before the 50+ resistances are applied.
