Any Li Yong-Rui run station will have 15% discount on all ships and modules. You just need to find one that has the right ship.

The LYR 15% ship discount is a long standing bug (I think?). It will be interesting to see if it gets fixed in 1.6/2.1. It's ridiculous that you can buy any ship in the game for such a significant discount.
