Horizons Feature or Bug - Mechanic for SRV boarding ship docked at surface base has changed?

I hadn't gone out out for a looksy at a base in about a year or so- took some time away from the game. I wanted to look at the ship junkyard at Tophy Camp so got into the SRV whilst docked. Got lost in the rocks above the platform so headed back to the ship to try and get a birdseye view, I hadn't travelled more than 1km or so. Anyway, I did the normal thing and drove into the bay looked down at the panel to board and the only option was " recall ship- leave base in 50m". Ship had vanished so I reversed out of the bay, recalled and the ship landed next to the landing platform.

On another occasion whist docked at a surface station I did the same thing but only travelled about 100m or so. My ship was still under the landing pad- you could see the green triangle markers below the planets surface. I drove into the bay and once agai the panel said to leave the base- 2800m in order to recal my ship even though the ship was still right underneath me.

tl;dr- has the SRV/boarding docked ship mechanic changed or is this a bug?
 
Was a while since I did this, but I think you need to be outside the hangar and then ask for docking permissions, and then you will be directed to a hangar where you can "dock" with your SRV.
 
That was the case last time I tried also. The problem is now you have to travel 1600m+ to leave the base in order to recall your ship. Sometimes the ship is below you in a hanger, other times it seems to magically dismiss itself even if you've only travelled a couple of hundred meters or so.
