[FEATURE] Player-run factions, player-named stations

So, we have community goals and players can contribute towards construction of a space station now. That's cool.

Frontier, you should now take this one step further:

1) Let players form their own subfaction. They should be able to name their own faction and any player can choose to support this player-run subfaction. Not much would change except for the fact that the faction name is determined by the founder really, but that's pretty much all that's needed for players to feel ownership, at least in a first iteration. Mark player-run subfactions on the menus so other players can choose to support fellow players.

2) Player-run subfactions that reach a certain influence can start their own community goals. This includes constructing space stations and such.

3) Let player-run subfactions name the major assets constructed via their community goals. This means naming space stations and capital ships. Later updates might let them control such assets to a certain degree, and I think that would tie in nicely with the "executive control" hinted at by DBOBE.

The thing is, I believe a first iteration of this can be implemented rather quickly and without too much development effort or risk. And it would go a long long way towards letting players feel like they can work towards something that matters to THEM, not something that matters to an AI entity called Universal Cartographics :)
