Fed / Imperial Rankings to unlock livery and cosmetics (ship & commander)

I think FDev should definitely make Federal and Imperial rankings / promotions unlock ship livery and commander cosmetics.

It would tie the whole ranking process together across the board.

Surely, not too difficult to implement either?
