Is it possible to up rank without becoming 'wanted'?

I'm being offered Warrant Officer but every mission is going to get me 'wanted' in my bit of space. Are the kill missions ever against a wanted person?

You shouldn't be wanted. If you wait for the target to attack you first, you won't be.

I always select kill missions carefully. Either I only choose members of known pirate factions or I make sure the target system is an anarchy.
