Is there a good system for federal rank now? I have the imperial rank so I want to work on getting my fed rank up but it has just been an awful grind. I am gaining like 5% a session. I was in 17 Draconis but it wasn't great, I also tried Niu hsing.

Best places to grind fed ranks is stations with BOOM state, open your galaxy map and filter for Federation and BOOM state's, find two stations with these conditions close to each other (preferably also quite far away from any other populated system). Pick up DATA transfer missions from A-station which all will go towards B-station, and back and forth you go.
At the time of writing this, CEOS & SOTHIS is both currently in BOOM state, so I'd highly suggest you go there as they tick all the boxes as I previously mentioned.
