I don't think it's a bug. It's caused by hitting the AI with your ship. Sometimes I intentionally let the AI do the thing OP complains about so that I don't have to maneuver.

I don't know whether it'll help in your circumstances, but I spend most of my time flying backwards against the AI in combat. They're not so good at dealing with that. They're mainly too stupid to go head to head continuously, so after a bit, they veer away, which leaves they're bellies as a can't miss target. Use continuous down-thrust so that their high impact weapons go over your head.
