Newcomer / Intro Federal Invitation question

I've got an 'unavailable' federal invitation on the BBS - I already have the Sol permit. Does this mean I can't progress in the Federal rep ladder (as I can't accept it)?

The "mission" is just there to give you the permit. The reason it's unavailable is because you already have the permit (you automatically receive it after going a rank over the minimum requirement, or from a pre-order) which freaks out the bulletin board.

Either way you aren't missing out on anything.
