Powerplay Federal minor factions in war with each other?

So why is these minor factions in war each other, in same station under federal rule.
I am wondering if i wanna raise my fed navy rank up, can i go shoot for the one whom offers massacre missions? And is the only penalty that i lose rep with that minor faction i would kill.

System is Frey and Garrat station, if someone wanna check out is it bug or normal even?

This is not related to PowerPlay.

However, the type of conflict (war, civil war and election) depends on the government type (and native state) of the factions involved, not their allegiance.

This sounds like your usual corporation versus anything else civil war. Game is functioning as intended.

Need help with Minor Faction

I've been playing Elite: Dangerous for several months now and I will fully admit I am an absolute nerd when it comes to getting fully involved with this game. I have a fully customized, detailed minor faction with lore,
backstory, and even a full list of community goals. Along side that, I have a journal full of notes for upcoming modules (if FDev allows it in the future), ways to improve the system, etc. I'm sorry to ask on your post, but I've looked on the Frontier website and the Elite: Dangerous subsite and can't find anything or anywhere to register at. Also, I understand it'll take a substancial amount of time even after I register for an approve/rejected response I just need to register.
