Federal naval kill mission help!

I've accepted 2 naval progression missions which are kill a target in a certain sector. I'm at the first system looking around for USS's and have visited at least 15 of them and none of them have been the target!!! Am I doing something wrong here or is it a matter of keep going etc etc?

Any help would be appreciated

When dropping into a USS make sure to slow to a complete stop and check for a single ship. If you wait long enough you should hopefully receive a message through comms telling you the target has been found in a specified system. At this point you can continue your search through USS's until you fight your target.
